I can not really answer your first question, but the 2nd is a truism to say that for me ... If you opt for a "better" without regard to the budget, my advice is to West Marine and leave. You can probably get it, what you need in BassPro or Cabelas, but in my experience, the advice they receive all or nothing, but the guys in the West seem to know what they are fighting talk.
